1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

Peter Abelard (1079–1142 ce) was the most wide‐ranging philosopher of the twelfth century. He quickly established himself as a leading teacher of logic in and near Paris shortly after 1100. After his affair with Heloise, and his subsequent castration, Abelard became a monk, but he returned to teaching in the Paris schools until 1140, when his work was condemned by a Church Council at Sens. His logical writings were based around discussion of the “Old Logic”: Porphyry's Isagoge, aristotle'S Categories and (...) On Interpretation and boethius'S textbook on topical inference. They comprise a freestanding Dialectica (“Logic”; probably c.1116), a set of commentaries (known as the Logica [Ingredientibus], c. 1119) and a later (c. 1125) commentary on the Isagoge (Logica Nostrorum Petititoni Sociorum or Glossulae). In a work Abelard called his Theologia, issued in three main versions (between 1120 and c.1134), he attempted a logical analysis of trinitarian relations and explored the philosophical problems surrounding God's claims to omnipotence and omniscience. The Collationes (“Debates,” also known as “Dialogue between a Christian, a Philosopher and a Jew”; probably c.1130) present a rational investigation into the nature of the highest good, in which the Christian and the Philosopher (who seems to be modeled on a philosopher of pagan antiquity) are remarkably in agreement. Reform of the federal income tax system has become a perennial item on the domestic policy agenda of the United States, although there is considerable uncertainty over specifics. Indeed the recent report of the President's Advisory Panel on Federal Tax Reform recommended not one but two divergent policy directions. In Fundamental Tax Reform, top experts in tax policy discuss a wide range of issues raised by the prospect of significant tax reform, identifying the most critical questions and considering whether the (...) answers are known, unknown--or unknowable. The debates over tax reform usually concern the advantages and disadvantages of income-based taxation as opposed to any of the several alternative forms of consumption-based taxation. The book opens with chapters that discuss the strengths, weaknesses, and political feasibility of these options. The detailed interaction model of scientific study provides a common template of scientific activities for developing logical models in different scientific disciplines, or alternatively for developing ontologies of different scientific disciplines. Since the passage of Medicare, the self-regulation characteristic of professionalism in health care has come under steady assault. While Canadian physicians chose to relinquish financial autonomy, they have enjoyed far greater professional autonomy over their medical judgments than their U.S. counterparts who increasingly have their practices micromanaged. This essay describes how longstanding conceptions of professionalism in American medical care came under attack in the decades since the enactment of Medicare in 1965 and how the reform strategy and core provisions of the 2010 Affordable Care Act illustrate the weakening of those ideas and the institutional practices embodying them.The opening identifies the dominant role of physicians in American medical care in the two decades after World War II. By the time Medicare was enacted in 1965, associations of American (...) physicians were almost completely in charge of medical education, specialist certification, and the enforcement of professional norms on their members. Who could be a doctor, what education and training would be required, and what collegial oversight was operative was first a professional matter and only secondly implicated the state through malpractice or major corporations via the employment of physicians. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. This paper argues that scientific studies distinguish themselves from other studies by a combination of their processes, their (knowledge) elements and the roles of these elements. This is supported by constructing a process model. An illustrative example based on Newtonian mechanics shows how scientific knowledge is structured according to the process model. To distinguish scientific studies from research and scientific research, two additional process models are built for such processes. We apply these process models: (1) to argue that scientific progress (...) should emphasize both the process of change and the content of change; (2) to chart the major stages of scientific study development; and (3) to define “science”. It is relatively easy to state that information retrieval is a scientific discipline but it is rather difficult to understand why it is science because what is science is still under debate in the philosophy of science. To be able to convince others that IR is science, our ability to explain why is crucial. To explain why IR is a scientific discipline, we use a theory and a model of scientific study, which were proposed recently. The explanation involves mapping the (...) knowledge structure of IR to that of well-known scientific disciplines like physics. In addition, the explanation involves identifying the common aim, principles and assumptions in IR and in well-known scientific disciplines like physics, so that they constrain the scientific investigation in IR in a similar way as in physics. Therefore, there are strong similarities in terms of the knowledge structure and the constraints of the scientific investigations between IR and scientific disciplines like physics. A crucial aspect of scientific realism is what do we mean by true. In Luk’s theory and model of scientific study, a theory can be believed to be “true” but a model is only accurate. Therefore, what do we mean by a “true” theory in scientific realism? Here, we focus on exploring the notion of truth by some thought experiments and we come up with the idea that truth is related to what we mean by the same. This has repercussion (...) to the repeatability of the experiments and the predictive power of scientific knowledge. Apart from sameness, we also found that truth is related to the granularity of the observation, the limit of detection, the distinguishability of the objects in theory, the simultaneous measurements of objects/processes, the consistencies of the theory and the one-to-one correspondence between terms/events and objects/processes, respectively. While there is no guarantee that we can arrive at the final “true” theory, we have a process/procedure with more and more experiments together with our own ingenuity, to direct us towards such a “true” theory. For quantum mechanics, since a particle is also regarded as a wave, quantum mechanics cannot be considered as a true theory based on the correspondence theory of truth. Failing this, truth may be defined by the coherence theory of truth which is similar to the coherence of beliefs. However, quantum mechanics may not be believed to be a true theory based on the coherence theory of truth because wave properties and particle properties may contradict. Further research is needed to address this problem if we want to regard quantum mechanics as a “true” theory. (shrink)

All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

Recently, Luk mentioned that scientific knowledge both explains and predicts. Do these two functions of scientific knowledge have equal significance, or is one of the two functions more important than the other? This commentary explains why prediction may be mandatory but explanation may be only desirable and optional.

A worldview that does not involve religion or science seems to be incomplete. However, a worldview that includes both religion and science may arouse concern of incompatibility. This paper looks at the particular religion, Christianity, and proceeds to develop a worldview in which Christianity and Science are compatible with each other. The worldview may make use of some ideas of Christianity and may involve some author’s own ideas on Christianity. It is thought that Christianity and Science are in harmony in (...) the sense that science can support beliefs in Christianity and in turn beliefs in Christianity can support science. To avoid future unnecessary conflicts between science and religion, it is suggested that a core faith Christianity worldview should be taken. Bayesian confirmation theory is a leading theory to decide the confirmation/refutation of a hypothesis based on probability calculus. While it may be much discussed in philosophy of science, is it actually practiced in terms of hypothesis testing by scientists? Since the assignment of some of the probabilities in the theory is open to debate and the risk of making the wrong decision is unknown, many scientists do not use the theory in hypothesis testing. Instead, they use alternative statistical tests that (...) can measure the risk or the reliability in decision making, circumventing some of the theoretical problems in practice. Therefore, the theory is not very popular in hypothesis testing among scientists at present. However, there are some proponents of Bayesian hypothesis testing, and software packages are made available to accelerate utilization by scientists. Time will tell whether Bayesian confirmation theory can become both a leading theory and a widely practiced method. In addition, this theory can be used to model the belief of scientists when testing hypotheses. (shrink)

Recently, information retrieval is shown to be a science by mapping information retrieval scientific study to scientific study abstracted from physics. The exercise was rather tedious and lengthy. Instead of dealing with the nitty gritty, this paper looks at the insights into how computer science can be made into a science by using that methodology. That is by mapping computer science scientific study to the scientific study abstracted from physics. To show the mapping between computer science and physics, we need (...) to define what is engineering science which computer science belongs to. Some principles and assumptions of engineering science theory are presented. To show computer science is a science, we presented two approaches. Approach 1 considers computer science as simulation of human behaviour similar to the goal of artificial intelligence. Approach 2 is closely related to the actual activities in computer science, and this approach considers computer science based on the theory of computation. Finally, we answer some of the common outstanding issues about computer science to convince our reader that computer science is a science. (shrink)

Some experiments are risky in that they cannot repeatedly produce certain phenomenon at will for study because the scientific knowledge of the process generating the uncertain phenomenon is poorly understood or may directly contradict with existing scientific knowledge. These experiments may have great impact not just to the scientific community but to mankind in general. Banning them from study may incur societies a great opportunity cost but accepting them runs the risk that scientists are doing junk science. How to make (...) an informed decision to accept/reject such study scientifically for the mainstream scientific community is of great importance to mankind. Here, we propose a statistical methodology to handle the situation. Specifically, we consider the likelihood of not observing the phenomenon after n trails so that it is statistically significant to have nil result. St. Thomas Aquinas envisaged theology to be a kind of scientia which was considered as a kind of first cause science. However, science of that time is different from “modern” science. Recently, a theory of scientific study is developed, which outlines science by a theory and some models similar to knowledge in physics. According to this theory, sciences organize their knowledge consisting of theories, models and experiments interacting with physical situations. Perhaps, it is possible to organize knowledge of Christian theology (...) in a similar way as science (from the perspective of Christian belief). Doing this requires extensive and deep knowledge of both science and Christian theology. This paper only attempts to sketch such a theology, which is coined scientia theology to distinguish it from the existing scientific theology of McGrath. Our theology consists of a theory that is outlined here, several historical event models as well as various experiments that provide us with observations supporting the related models and principles. The theory of our theology interacts with the models which may retrodict or are supported by observations from the experiments that interact with the physical situations. (shrink)

Heyes's literature review of deception, imitation, and self-recognition is inadequate, misleading, and erroneous. The anaesthetic artifact hypothesis of self-recognition is unsupported by the data she herself examines. Her proposed experiment is tantalizing, indicating that theory of mind is simply a Turing test.

Martin Crowe wrote a doctoral thesis that reviewed much of that literature in 1944. The debate revolved around about 15 issues. Over the centuries, three main views evolved on the topic. But the business ethics literature has paid scant attention to this issue, perhaps because of the belief that tax evasion is always unethical. This paper reports the results of an (...) empirical study of opinion in Utah and Florida. A survey of accounting students was conducted to determine the extent of their agreement or disagreement with the 15 main issues that Crowe (1944) identified plus three more recent issues. The arguments that have been made over the centuries to justify tax evasion were ranked to determine which arguments are strongest and which are weakest. Several constructions of Girard quantales are known. We give two more constructions, one using an arbitrary partially ordered monoid and one using a partially ordered group (both commutative).
